I am unable to save email settingm, and if i click on email Tab, i dont see the client and i am unable to save setting

It sounds like you've multiple issues going on.
The reason why your e-mail client is not displaying is likely due to permissions problems. The e-mail client makes heavy use of javascript which it turn tends to not function well if permissions are not set correctly.
As for the account settings problem, are you using a language pack other than English? I've heard of others having problems with this when using other languages.

I understand, But you talked about client site or server site permission ?
I believe that also the email setting problem can be related to this issue.
So, i've tried with IE8, Firefox and Chrome.... but i dont see the email client,
Any suggest ?

Server side. Sugar will cache the javascript files into the <sugar>/cache folder on the server. If the server side permissions are not set correctly, the files cannot be cached in that directory or cannot be read, usually resulting in odd behavior in areas where Sugar uses javascript.

I believe that permisision are set right on the server site. I use Plesk 9.0 on IIS and the IUSR have all permission and also the IWPD on the cache directory and its subdirectory., Are enught ? any sugest ?
Does Studio work? Can you post a screenshot?

Also Studio doesnt work!!
I assumed so, as it too makes heavy use of Javascript. I just wanted to verify. It is definitely sounding more and more like a permissions issue.

I use IIS Hosting with Plesk. How do i have to set the permissions, which users and on which folders ? Can you suggest me it?

It is done at the OS level, usually via Windows Explorer. Navigate to your sugarcrm folder and then right click on it to access the security configuration screen.
