Email Template not saving attachment

CE 5.2.0j (Build 5804) mysql 5 Apache 2 php 5.2

I create an email template and try to save an attachment but it does not always save it. It seems that war and rar files are ignored somehow. txt files seem to be OK.

I have also tried to create a document with exactly the same results. A PDF saves and war and rar do not.

Is there something controlling this somewhere that can be modified?

I am trying to send this file to a list of Customers and thought that a campaign would be the easiest. Maybe there is another better way?
