Emails in UTF-8 and plain text

We send emails using the internal SugarCRM email tool (SugarCE-6.3.1).
We need UTF-8 because we include Spanish accents and Asian characters. Sending emails in plain text yields an error opening these emails in Outlook 2007: All characters with Spanish accents and tilde are displayed as �, Asian characters are displayed as a question mark.

The issue seems to be Outlook specific. Opening these emails in the web front end of the email server works correctly.

The issue appears in plain text emails only. Using HTML emails, everything is perfect, even in Outlook.

How to solve this issue?

~the same problem with German language.
When sending e-mails with german symbols, emails in html are showing up correctly, but in plaint text "äüÄ" and others shows up like "???".
No matter if reciever is using e-mail program or webmail.

You are lucky, I was able to shed some light on this issue.

As I mentioned in my first post, this issue is Outlook specific. The thing is, if you use older Outlook email databases (.PST files) that have been automatically converted to newer versions (e.g. Outtlook 2003 to Outlook 2007), this problem will occur as described (only with plain text emails).
There is a better way to convert old .PST files into new versions. Please search the web, you'll find information. Sorry, at the moment I don't have a link.

It has nothing to do with sugar.
