Error: Could not connect to the Sugar Server. Please check your Proxy Settings value

Hello,
In the sugarcrm5.5 CE after successful installation, when trying to upload a module I am being displayed an error in red color font as following :- "Error: Could not connect to the Sugar Server. Please check your Proxy Settings value in the System Settings admin panel". Any clue why is it we are coming across this error. Kindly give your valuable suggestions. Thank you in advance for your time.

Operating system:- Windows
Sugarcrm version :- 5.5 CE
PHP:-5.2
Mysql:-5.2.1
Apache:-2.1

The solution is:-

Confirm that the Proxy Settigns value in Admin > System Settings is correct. To re-validate the license, go to the Admin panel > License Manager > Re-validate.

there is not a re-validate on the ce version and we hare having the same issue.
