Error message when try to upload plugin

Hi everybody,
i am now using sugar 5.1 on linux. when i try to upload the plugin using the module loader this msg is display:

Warning: Your PHP configuration must be changed to allow files of at least 6MB to be uploaded. Please modify the upload_max_filesize value in your php.ini located atmy php.ini dir)

i already change the upload max size to 100mb.but still the error msg is still appear.even the error message is there i try to upload n it turns out to display this message:

Please click Browse to select a file from your system to upload.

please anyone help me about this matter

PHP: 5.2.8

you need to restart your server(apache) to make the change have a impact.
