Error "vti_encoding:SR|utf8" on main page after logging in

Sugar Edition -Theme (Sugar)

Web Server (IIS 6.0)

Steps to reproduce

1. I log in with a users username and password.
2. I can immediately see everything I should accross the top and down the side, but I receive the following error message in the main body of the document

3. This does not happen with one of my initial users, but it does with at least some of the new ones I've created

You have MS Frontpage Server Extensons on your windows system?

I totally uninstalled the MS Frontpage Server Extensions that were installed on my MS Server 2003 server. I did not re-install frontpage server extensions, and in the "Web Service Extensions" portion of the IIS management window, I have "prohibited" Frontpage Server Extensions 2002"

However, the web that I was using never had been extended to use the MS Frontpage Server Extensions.
It seems that the initial users that I had created work fine, but all the new users run into the same problem. Since some work and some do not, could it be related to a difference in the way the database sees the newer users? What else would change the dashlets based on who was logging in?!

I have followed the quoted MS KB article http://support.microsoft.com/kb/296661/en-us the best I can. It does not fit my situation exactly since I'm not trying to install FrontPage Server extensions. However, I assumed that there could still be a corruption in the web content folder so I followed the directions and created a new web, mapped the website to the new content folder, restarted iis and moved the web content to the new folder.
It didn't work. (lather, rinse, repeat) still not working. I have not extended this web with FP extensions. Do the dashlets require that FP extensions be installed and extended to the "web" where sugar is installed?
Please advise

SugarCRM need nothing from MS Frontpage.
Therefore it works best with a simple apache installation.
