Fatal error: require_once()

I'm getting the following error when I access the Dashboard section; the error is present for all users. The problem began once the server was migrated to Windows 2003 Standard. I recently upgraded to 4.2.1a and the error was present before the upgrade. Is this caused by a configuration issue?

Fatal error: require_once() [function.require]: Failed opening required '' (include_path='.;c:\php\includes') in D:\Inetpub\wwwroot\..\sugarcrm\modules\Dashboard\i ndex.php on line 444

Can you post your index.php from the Dashboard module directory? Just zip it up and attach it to a message.
