You have the classic permissions error. Read this (a PDF I wrote a while back) and you should be able to fix it. Basically you need to change your permissions on the logger directory or maybe the include directory to allow the web server to access it.

Let me know if after you read the document you still can't work it out.

    Thanks
I did go though and I missed the php permissions.
But, this is weird. Yesterday when i tried to install I received a different error (500 internal service error) so I thought I was really close. Today I tried to install again and I am receiving the same error I got the other day. I went back and checked and the permissions are correct I am confused.

Do you have all files and directories owned by the same user that is running apache? You have to check the whoile tree, even the root directory that contains SugarCRM.
