Garbled Add User dialogs / pages

Hi All,

I was about to add a new user to our sugar crm install and noticed that the pages are all garbled and cannot enter any information as I have no idea as to what information should be entered into the fields.

When I noticed this problem I was using version 5.20c. I had no modifications to the modules, php scripts, etc. I upgraded to the newest version Version 5.2.0e (Build 5626) and the problem still exists.

I have tried repairing the database and all associated options but to no avail.

Can anyone point me in the right direction?

Unfortunately I cannot allow access to the system ... I will try a reinstall but is this type of thing common as this is the 3rd or 4th time that this happens.
