In General Emails Settings, the Character Set continuously changes back to ISO-8859-1 after log out. I want it to stay at UTF-8, but users have to set it again every time they log in. Everywhere else in the system is the Character Encoding set to UTF-8.

Please guide me, how I can fix this. I have tried to scan through the DB but have not found where it should be stored. Any help is highly appreciated.
