Help me for User/Roles/Module relationship

Hi All Please help me out the table relationship problem that i am facing. is anyone please tell me about the User/Roles/Modules relationhip and what is the use of acl_actions,acl_roles and all acl*.* table is these table used in user/roles/modules rights. i am toooo stuck with this. actually i am migrating ......CRM database to SugarCRM5.0. i'm facing user display problem, like in vi..... i found 28 users for a single user but when i migrate ......'s account data into sugar's account table i found 54 data. please explain me how user/role/module rights works in SugarCRM5.0.

The tables:

acl_roles: roles (profiles)
acl_roles_users: relationships between roles and users
acl_actions: actions for every module
acl_roles_actions: relationships between roles and actions

The process:

Create a role: a new entry into acl_roles
Install a new module: several new entries into acl_actions
Add user to a role: several new entries into acl_roles_users, acl_roles_actions
