History Subpanel Help Please

In my History subpanel on both the account and contact page why is it that it wont track the assigned user when I create notes? Is there a way to make it track the assigned user for notes?

Notes has no assigned user. Instead, the created_by user is used. I have no clue why, but it's the status quo

How do I go about adding the Created_By field to the history subpanel on the account and contacts page? Sorry I'm new to Sugar.
