I can not delete a user/account or contact from the SugarCRMuser interface ? there are no buttons to delete i can find,

I usually deactive the user. Then you'll need to move all of their accounts, contacts, opps, etc. over to existing sales users. Then later, as new users are needed, I rename the deactivated user to the new user.
You don't want to ever delete the existing users as it can have bad effects on your data in your database. In fact, in some cases I've seen accounts & contacts disappear. This might have been fixed in 5.0.
Deleting Accounts and Contacts are based on permissions. The permissions are set with User "Roles". Set the permissions you want for your various company roles and then assign the users the proper role.

In Sugar CE 5 you can delete accounts and contact from their page: there is a list in each page, all you have to do is select those occurrencies you wish to remove and press the DELETE button right above the list.
A bit different for users: you can do that trough the Administration panel, in Users page.
Anyway, deleting accounts/contacts/users from UI marks their db records as "deleted" without actually removing them.
