SOS 4.2.1

I want to send an email to every contact we have in Southern Australia. I can't find the function for creating a targetlist with people only from that location.
The only thing I can think of now is to export all contacts after doing a search in Contacts or Accounts for that specific state and then import it into a targetlist.
Is there another option?
