How do you merge two user accounts?

By accounts I mean logins. In another thread someone mentioned this, but I don't see an option for it in admin settings.

If you have two accounts, you could just set one as inactive, and then sugar ask you to assign all the records assigned to this inactivated account to some other. Then you have just one account, and all the things merged with it.

I set the user in question to inactive, though I don't see any option for reassignment--know where this is by chance?
