Easiest way of doing it would be to copy the entire /htdocs/sugarcrm folder from computer A to computer B, along with the corresponding MySQL database. You should be able to do the latter by simply copying the database folder in the MySQL\data directory.
Once you have it on the other computer, change the config.php file to point it to the new MySQL server.
