How can I move the tabbed subpanels from the bottom of my Accounts form; to the top of the Accounts form?

I'm not talking about merely dragging and dropping the different subpanels (e.g. Contacts, History) into a different order at the bottom of the Accounts form.

Using Sugar 5.1 CE
