How to notify employees via email

I must be missing something really simple here, but I've wasted about an hour trying to figure out how to notify employees via email when new tasks are assigned to them. There must be a way to have this automated right? I went through the Wiki and couldn't find an answer.

Hi iBec,

In Admin--> Email Settings, there is a checkbox called 'Notifications On?'. This checkbox must be checked, and you must have the system outbound email settings in this area populated.

Then, for each individual user, they must have their 'Notify on Assignment' checkbox checked and an email address populated.

When the above are set, anytime one user creates or updates a record and assigns it to a different user, the user who was assigned the record will receive an email notification.

I had all of those steps completed, and still no email. Maybe I'm missing something really obvious. Any other ideas?
