How to require passwords to have at least 8 characters

Can somebody point me in the right direction as to where I will edit the code to reject passwords if they are less than eight characters long.

Take a look at ChangePassword.php in <sugar root>/modules/Users.

From my brief glance at it, it looks like you should be able to insert some Javascript code in there that checks the password's length.
