howto right write new funct for new combobox

I'm using Sugar 5.0b, in sugar studio I created new combobox and added it to EditView in Projects. But I cannot understand how I can write function to fullfill this combobox. For example I'd like to write employees, which in filed 'department' have IT.

I'm not sure I've understood your question:
You have a custom dropdown and you want to fill it with values taken from a db table, am I wrong?
