I have leads that need to be delivered to a client by HTTP post. They have sent me the posting instructions but I do not know if Sugar supports this. Can I deliver leads by HTTP post and if so...how?

Yes, you can make a custom script in SugarCRM and fetch details from POST and save data into database. The other possible way is using SOAP/REST webservices.
