IIS Sugar PHP Max upload issue

I have an IIS server which absolutely will not adhere to the php.ini settings. I have verified that the server is pointing to the correct php.ini file but now matter what I change sugar still says that the max upload is not big enough.

PHP Settings

upload_max_filesize 6 MB
post_max_size 8 MB

Environment

php 5.2.9-2
Sugar 5.5.1
MySQL 5.1.x
IIS 6

Sugar Error

Sugar upload setting - 30000000

File was not uploaded successfully. It may be that the 'upload_max_filesize' setting in your php.ini file is set to a small number

64 KB file

Any ideas why IIS would not be using the correct setting?

What IIS version? If FastCGI is installed (installed separately on IIS6 and included by default in all IIS7 installs), then there is a fastcgi.conf file that overrides some of the PHP settings. Also, check the IIS settings itself. Those values override the PHP settings.
