Import contacts does... nothing?

Having a weird problem here. Been working with some salesforce.com extracts, and had no problems with that. Trying to import contacts, I get to the screen where I select the file, and then click Next. After that I get booted back to the Home screen with no errors. Any ideas?

Noticed that it works if I cut down the file size... it's 3.5 meg, but I just changed the php.ini to 12M max size. Is there something that needs to be bounced/restarted for the change to take effect?

OK, apparently there's a 'Maximum upload size' in the Admin console that has to change when you change the php.ini one...
