Importing Leads Error -- So confused.

Build: Version 5.5.0 (Build 6653)
I get the following error when importing leads...
File was not uploaded successfully. It may be that the 'upload_max_filesize' setting in your php.ini file is set to a small number

I can create one lead with no problems.
I've changed the max file size settings in the config.php.
I've changed the max timeouts as well to larger numbers like you would do during an upgrade process.
I've checked the folders for permissions and the cache folders seem to set correctly.
I've rebuilt the data base. Is there anything else I should rebuild?

Still not working.

What else can I try?

Your host (or your own server if that is the case) does not allow file uploads of that size. Your options is to configure the php.ini if they give you access to that or to split your file into smaller bits until it allows you to upload. This is a configuration issue on the php server side and not with Sugar.
