Inbound Email Cron.php problem

When I run cron.php I get a garbled output on the console and my jobs don't seem to run (eg. mail not downloaded).

The only output I get on the console is  and no errors, or warnings, are written to the sugarlog.

When I click on the 'Check Email' button, email is downloaded fine.

Fixes found in forums that I have already tried:
-deleted pid.php
-checking permissions
-setting status to Active in schedulers table.

Although it may prejudice against getting help my platform is:
Win2003 IIS6
SQL2005 Express
PHP 5.2.2
(Yes I know this is one small PHP version above that supported by SugarCRM but it is the version that has the OpenSSl fix without which I couldn't get my email at all)
