Increase size of imported csv file

Is there a setting somewhere where I can increase the size of a file I am trying to import in to contacts?
I have a very large csv file and when I try to import it it bombs out and I get this error

ERROR: uploaded file was too big: max filesize: 3000000

Edit your php.ini and increase the parameters
post_max_size
upload_max_filesize

I increased the max upload and post settings to more than large enough to accept those files and I still got the same error

ERROR: uploaded file was too big: max filesize: 3000000

I edit the php.ini file in the following location

/usr/local/lib/php.ini


is that the correct php.ini file?
