Install problems on Win2k3

Ok, here are my specs first:

Windows 2003 sp1
MySQL 5.0.22 (this is located on another networked machine )
IIS 6.0
PHP 5.1.4

I'm trying to install Sugar Open Source 5.4.0d

On the step 2 wizard under PHP version I'm told this:
Unsupported PHP Version Installed: ( ver 5.1.4 )

I checked the requirements and it says 5.1.4 is okay, so this is strange.

When I click next to go to step 3 (db config) it shows a page for configuring an SQL express database, and not a MySQL db.

Any help on these two issues would be great.
