OR instead of AND in workflows

Workflows appear to work with AND rather than OR: is no way to change this except by altering the php code?

Well, that's always an option.

What I was thinking of doing, though, was something like

If this OR that happens, trigger these actions.

This can be done via multiple workflows, but I'd like to do it via one, if that's possible.
