I've moved your thread to the Community Edition::Help forums-- you should get a better response here.
Are you using IE or Firefox? Do you notice any JavaScript errors that appear? (there'd probably be a warning icon of some sort in the corner of the browser)
If you're using IE, I'd consider trying with Firefox so you can paste the exact error message to us. It generally has better JavaScript error reporting.
Also, are you trying to choose a User by clicking the 'Select' button, or just typing the username directly into the Assigned To field?
