Limit realted module select lists by query parameters

We have a huge list of Campaigns in our organization. When reps need to link Opportunities to campaigns, the select list is too long to be useful.

I would like to limit the Campaign select list in the Opportunities module to only the Campaigns that are marked as Active.

How is best to go about this?
