When I go edit a user, these fields:
1. Date format
2. Time Format
seem to forget what formats I set for the user.

This is what I did. As admin, I needed to change the date
and time format of a user:

I set the Date format to "12-23-2006"
I set the Time Format to "11:00PM"
I hit save.

Then, I go back to edit the user and the drop-down menu
displays a different Date and Time format. I believe it
displays the original format selections. If I hit save now,
it will save the date and time format settings to:

Date format: "2006-12-23"
Time Format: "23:00"

which is not the formats that I want.

Is this the correct behavior? Or am I missing a patch?
Shouldn't the date format and time format fields display
the current date and time formats for the user?

The version I'm using is:
version: 4.5.0b (Build 1144)
