Lost functionality of editing portals and other shortcuts

Over the course of the last few months I've been slowly trying to learn and build a site using SugarCRM. I'm getting pretty close but just noticed I've run into a snag. At one point I created a custom portal that linked to a website. Now I can delete what I've already created but have no shortcut to any action available. From studying the code from a working installation versus mine I've determined that for whatever reason this code on lines 116 to 118 is not being generated from this link http://localhost/sugarcrm/index.php?...s&action=index

I've also noted that I cannot create any forums in the forum module that I installed. I can actually see the link to perform the action create a forum, but clicking on it does nothing. I know it has to be related but I can't figure out what I might have done to cause this problem.

Any help is appreciated.

I did figure out how to manually create portals through the database itself, but that kind of defeats the point.
