Mass Update panel missing in 6.0.1, 6.0.2

I may be missing something obvious but when I do a scratch install of 6.0.1 or 6.0.2 the Mass Update panels are missing. In order to get them to show I need to edit include\MassUpdate.php and set the massupdate_form display from none to block. Is it an issue with the default Classic theme? Something else?

Well I'm forgetful. Forgot that Mass Update is now hidden by default and you can access it by clicking on the Actions link at the top and bottom left side of the list view.
