Question MB Strings Module Error Please help???

I have installed the zip file (SugarOS-4.5.1d.zip) to my computer, I unzipped it. I then uploaded it via my goadday.com ftp client. I type in my domainname.com/CRM (the directory that SurgarCRM is installed to) I go through a couple of steps and then it brings up the system check acceptance page and I get the following information. I guess I need change thin php.ini file. The problem is I can't find that file. At the bottom of this page is states where it's located (/web/conf/php.ini) I don't have those directories though. If someone could help me out that would be great.

I actually tried using the windows installer. It gets me past that error message. But now I can't access surgarcrm. I start the server, I go through the start here process. It asks me for the mysql port number, by default 3306 is there, but it says can not bind to it, so i put 8080. New next port number is 80 I believe it could bind to that. I put in the localhost inormation from my godaddy database I created (not sure if that's what it's asking me for or if sugarcrm creates a database) I put in the db name and password. it then goes throught the install process (oh yeah, I installed it to my local machine) Once it installs I point my broswer to http://techy-sult.com:8080/sugarcrm (like in install_summary.txt file instructs me to) and nothing happens. I am not sure where to go from there. Am I doing something wrong, can someone point me in the right direction. Thanks I appreciate it.
