Menus no longer work after upgrading to SugarCRM CE 6.3.0

I just did a test upgrade for a client from SugarCRM CE 6.2.3 up to 6.3.0 and now none of the menus work. It's stuck on the first menu option (Sales) and all of the submenu options work, but we can't select any other menus.

Has anyone else experienced this problem?

Have you tested it in which all browsers ?

That's a good question!

IE9: Does not work.
Chrome: Does not work.

At this client we have two sites on their server in two separate locations. One is their live site which is still on SugarCRM CE 6.2.3 and that works perfectly. The other site is our test site which I performed the 6.3.0 install on and those menus are not working at all.
