Hello,
I have been attempting to upgrade to the latest version of Sugar, currently running version 4.2.1b but my admin panel is not available. I have checked the user table and is_admin is set to 1 for both system administrators, but I do not have the panel available. If I look under My Account the Administrator check box is not checked.

Any ideas?
