I am editing and saving the contact layout successfully as admin but it is not available to other users. It says it is saving and publishing and gives no errors.

Generally when I hear this it turns out to be permissions on the modules directory making it unwritable. You might want to start there. Also I see this problem sometimes if you are running IIS under CGI mode. Since you didn't give us any details about your installation I can't really help much further.
