Modifying Existing Content in SugarCRm

I am having difficulty modifiying content in SugarCrm. I would like to modify the Contects layout. everytime I move around the fields and try to chagne the name, it won't allow mw to do so. I make the neccessary cahndes, click on save and deploy, and nothing is changed. Why is this happeninig? Does soemthing have to be altered on the back end?

There might be a permissions issue that is preventing you from modifying the necessary files.

Make sure that the user under which your web server runs has full permissions to the SugarCRM installation directory.
