module builder on Sugar 5.2.0c

I need to create a new module ... i try to install module builder but there is an error :

this file is not compatible with this version : 5.2.0c

ok ... i've download "module builder" from sugar forge but if i try tu upload it on sugar. but appear "not compatible with sugar crm5.2.0c ....
now it's clear?
"module builder" is a module of sugar?

Module Builder is built in SugarCRM 5.0.0 and earlier versions.
Go to Admin -> Module Builder
