Module loader and Upgrade Wizard not working

I am installing a few things I downloaded from sugarforge. everything seemed to be normal when I browsed to the zip file and uploaded it. After uploading, i can see a message saying '...zip has been uploaded'. However, the module list is still showing blank and I have no way to install the modules

All the files I tried were only 40 to 60k. After uploading, I found the files on the server under \cache\upload\ and \cache\upload\upgrades\module\ folders, and I also saw the icon and manifest.php files extracted from the zip already. I assume that indicates my upload and unzip process is working properly. However, I just couldn't see any of them on module loader page.

Tried both IE and Firefox on the browser side. The result is the same.

Is there an known issue or I am doing something wrong here? Your help will be greatly appreciated.

Version 4.5.1h, running on W2k3, PHP 5.2.5 / ISAPI.

The Upgrade Wizard works. I was successful applying the 4.5.1j patch. However, the module loader is still not working after the patch. Now the interface for it changed a bit -- the 'Install From SugarExchange' tab is totally gone. However, I still see the 'Feature not support' error and failed attempts to connect to SugarDeport in the debug log.

Please help.
