After implementing roles with full edit/list views by owner, the Search box in the upper right has 'no' modules selected to search.

If a user has full view/edit control, why would the search box not search any modules by default. How can I correct this? Also, making the user an 'admin' corrects this. This was not the case with previous versions of sugar. using 4.51h
