Moving latest sugar from one machine to another

We are running the newest sugar on a windows box and want to move it to another windows server. What steps do we need to take. we cannot get it to persist the data and customizations etc... Any help would be most appreciated.

I think this should be it:

1. Copy the root Sugar folder to the new server (holds customizations, etc)
2. Copy the database to the new server (dump then load into new server). Only if moving the database server as well.
3. Change config.php:
a) site_url if using an IP instead of a domain anme
b) dbconfig if moving the database
c) host_name if using an IP
4. Ensure php is set up appropriately. You can run the Upgrade Wizard to see if everything is set appropriately for Sugar to work.
