MS SQL Database Not Available

I am so frustrated. I have tried everything under the sun and unfortunetly have had no success.

SQl 20005 Express
PHP 5.2
Sugar 4.5G Pro
IIS 6 w/ 2003 Standard Edition

During the install process i get stuck on the verfiying components. The following error limits further installation. MS SQL Not found. I have tried installing the sugested ntwdblib.DLL and removing any other instances on the server. however no such luck, The PHP.ini also has .dll extension for MSSQl uncommented and is pointed in the correct location. The MBString .dll is in the same folder and seems to be found by the install check process...Any ideas? Please....

Check out the Support Wiki they have the answers. Hint look into PHP configuration for MS SQL. you are missing a configuration option most likely that includes the dll for ms sql
