I am not sure you've clearly expressed your question. The ability to share contacts, i.e. use a central repository, is an integral part of SugarCRM. If I put a contact into Sugar, every other user can see it, unless I specifically modify the security settings of the system to prevent others from doing so.
As for user groups, you can create teams, but only with the Pro and Enterprise versions. There is a community add-on for the open source version which mimics the behavior, but in general, you should be aware that it is not built into the open source version.
Lastly, the security roles feature can often times address the needs that prompt the implementation of user groups. Unlike Teams, the roles functionality is part of the open source version.
