Need help with recycled leads

SugarCRM 4.5.1f

I have users that go down a list of leads and mark the status as recycled if no contact is made. The problem is that when they go back and filter for recycled items to re-call them they would remark or leave the status as recycled, which leaves the same leads at the top of the list. I need a way to keep them marked as recycled (or in a "recycled pool" at least) but allow them to temporarily remove it from the list or move it to the bottom. I'm not sure where to even begin, I would greatly appreciate any ideas anyone might have.

Why not setup a couple of more status codes ... like strike1 / strike2 and strike 3.

Let them change status from strike1 to 2 to 3 then finally to recycled?

We've used a similar strategy and it works fine, and our folks know that there has to be 7 days between changes for us.
