New contact: import a tsv-file does not work

I try to create a new contact and import the data from a tsv-file.

The file (created by a Drupal-webform as tab-separated text-file)

shows at first all the field-names and then in the second line all the values (in German).

When I try this to import (as tab-separated file) I get this: look the attachment.

When I export the data as an ecxel-file (.xls), the imported data are also similar stuff.

What I am doing wrong? What is the reason for the �� in the text?

Edited: --> Solution: The �� do not appear in Internet Explorer 8 !!

Because I can not edit the attachment, I will start a new thread.
