Default New regular user - smtp error

I have setup my email via smtp. But for some reason when I setup new users they don't get an intro email or anything saying "welcome, here is your username/password".

Instead, I get an error that says:
System is unable to process your request.
Please check: -SMTP Server URL and Port
    -SMTP Username and SMTP Password
-Recipient Email Address -Your server status
Yet when I go to the email tab. I can easily send emails. From 2 different email addresses that I setup via smtp.

Also, I've had issues when setting up the smtp for email managing. My "system" outgoing smtp wouldn't send a test email. So, I setup other outgoing smtp's and they do work without fail.

Finally, under admin>email settings even though the same smtp information is there, it will not send a test email.

Any ideas on a remedy? Thanks guys.
