No folders in Emails module after creating custom dropdown

After creating new dropdown (for example on Russian) all folders in Emails module dissapears. If we remove custom/include/language/ru_ru.lang.php or en_us.lang.php file everything will be fine again. If we change encoding of files to CP1251 - everything fine too. But without UTF-8 I can't see Cyrillic. How to solve this problem?

Problem solved on SugarCRM 5.0.0f after clean install and creating new dropdowns. Importing in earlier version works fine. Also seems that PHP not properly interprets UTF-8 files with signature. Without signature UTF-8 files works fine.
