No graphics after migration

Good evening,
I have the windows mysql installation set on both PCs. I migrated our installation of SugarCRM to a newer computer but now not all the graphics come up. I did some search and saw that the permissions needed to be changed. I hope I did it the right way, but what I did was I gave "Full Access" to "Everyone" on the windows permissions. If there is a better way to get this done, please let me know.

Also, I changed the mysql password on the newer computer. I updated the password in config.php and in the sql backup file before I restored it

If anyone can help me get somewhere I'd appreciate it

It seems CSS is not applied.

Please check whether you can get following css file via browser,

http://host/sugar/cache/themes/Sugar/css/style.css

A notepad file of style.css popped up, so it looks like it is being loaded
Also just so you know, I did a quick repair too
I did clear the cache file too, so the css files must have reloaded

What else can be done?
