Not getting log file (or alter some system settings)

I can't find sugarcrm.log (or any other log file) in the sugar install tree or /var/log tree (I'm on linux). Also of interest is that any time I attempt to modify the system settings related to logging (ie. going from Fatal to Debug), they don't seem to take. I hit Save and cycle back to the system settings window only to find the changes are no longer there. I experience a similar thing trying to toggle Developer Mode.

Your access rigths an file ownership are not correct.
Sugar which runs under apache user msut have the right to write to ALL files in the sugartree even to the root directory of the sugartree.
